Thesubscriptionsafterwardsweremorefreeandgenerous; but, beginningtoflag, IsawtheywouldbeinsufficientwithoutsomeassistancefromtheAssembly, andthereforepropos'dtopetitionforit, ; theyobjectedthatitcouldonlybeserviceabletothecity, andthereforethecitizensaloneshouldbeattheexpenseofit; andtheydoubtedwhetherthecitizensthemselvesgenerallyapprov', thatitmetwithsuchapprobationastoleavenodoubtofourbeingabletoraisetwothousandpoundsbyvoluntarydonations, theyconsideredasamostextravagantsupposition, andutterlyimpossible.
OnthisIform'dmyplan; and, askingleavetobringinabillforincorporatingthecontributorsaccordingtotheprayeroftheirpetition, andgrantingthemablanksumofmoney, whichleavewasobtainedchieflyontheconsiderationthattheHousecouldthrowthebilloutiftheydidnotlikeit, Idrewitsoastomaketheimportantclauseaconditionalone, viz., "Andbeitenacted, bytheauthorityaforesaid, thatwhenthesaidcontributorsshallhavemetandchosentheirmanagersandtreasurer, andshallhaveraisedbytheircontributionsacapitalstockof——value (theyearlyinterestofwhichistobeappliedtotheaccommodatingofthesickpoorinthesaidhospital, freeofchargefordiet, attendance, advice, andmedicines), andshallmakethesameappeartothesatisfactionofthespeakeroftheAssemblyforthetimebeing, thatthenitshallandmaybelawfulforthesaidspeaker, andheisherebyrequired, tosignanorderontheprovincialtreasurerforthepaymentoftwothousandpounds, intwoyearlypayments, tothetreasurerofthesaidhospital, tobeappliedtothefounding, building, andfinishingofthesame.”
